Path dependency is the idea that decisions a state is faced with depend on past knowledge trajectory and decisions made, and are thus limited by the current competence base. In other words, history matters for current decision-making situations and has a strong influence on strategic planning. 1 For further discussion on the notion of path dependence in several fields (e.g. technology and economic history, institutional economics, historical sociology, political science, and organization studies), see, for instance, David (Reference David 1985, Reference David 2007), North (Reference North 1990), Arthur (Reference Arthur 1994), Mahoney (Reference Mahoney 2000, Reference Mahoney 2001 One way to do that is with the help of path dependence approaches which are rooted in political science, and are considered actor-based approaches. With an analysis from the viewpoint of elite actors reported by Bengtsson (2009), the surprising differences in the housing systems of five Nordic countries could be explained. Path dependency has critics in each of the disciplines that use it. In political science, critics of path dependency argue that it is overly deterministic.
